Mint a Google Picker access token

Returns a short-lived Drive access token derived from the refresh token stored when the user connected, so an already-connected user can reopen the Google Picker without going through Google's consent popup again.

Responds 409 when there is no live connection (or the stored refresh token has been revoked); the client should fall back to the POST /connect OAuth flow in that case.
